Councillor Cliff Lunn declared an interest in item 5 on the agenda- application 2023/0138/OUTM (minute 15) as he was Division Councillor for the current location of the business involved in the application and had been present at Parish Council meetings that discussed the application.

 

Councillor Stephanie Duckett declared an interest in item 6 on the agenda – application 2021/1043/FULM (minute 16) as she was Division Councillor for the area of the application.

2023/0138/OUTM - Land Adjacent to A19 Roundabout, Selby Bypass, Selby

 

Considered :-

 

The Assistant Director – Planning - Community Development Services sought determination of a planning application for outline planning with all matters reserved except for means of access for storage/distribution use (class b8) with Heavy Goods Vehicle parking and ancillary uses including vehicle servicing workshop at land adjacent to the A19 roundabout at Selby bypass.

 

The decision :-

 

That planning permission be REFUSED.

 

Reason : -

 

The Committee agreed with the reasons for refusal put forward by the Principal Planning Officer in section 12 of the report. Members debated the potential benefits of the application and asked Officers whether all the reasons for refusal could be overcome. Officers explained that some reasons for refusal could be overcome but many could not and the Committee agreed that the application was contrary to Policies SP 2 and SP13 of the Core Strategy and EMP 2 of the Local Plan and was fundamentally unacceptable in principle.

2021/1043/FULM - Land at Wheatfields Walk, Riccall, Selby

 

Considered :-

 

The Assistant Director - Planning – Community Development Services sought determination of a planning application for erection of up to 82 dwellings, including associated landscaping, public open space, and the formation of a new vehicle access off Wheatfields Walk at land off Wheatfields Walk, Riccall, Selby on behalf of Barratt David Wilson homes.

 

The Decision :-

 

That the application be REFUSED.

 

Reason :-

 

The Committee agreed with the reasons for refusal put forward by the Principal Planning Officer in section 12 of the report. The Committee sought clarification from Officers on the status of the 5 year land supply in the area and were informed that the Local Planning Authority does have a 5 year land supply in the Selby and Ainsty constituency meaning that the application was fully contrary to Policy SP2(c) given that the site was outside the development limit.
